1990, 302 complete rebuild. Cam to shift the power down rpm as much as possible. Otherwise stock. Well, 30 over bore. Engine back, what should I do. Help is appreciated.

I can redo the entire system, but dont't need noise. would short headers bolt up and what kind of CAT and muffler would be work to give best low end pull.

Short headers will bolt right up. You should exchange the two stock cats for one high flow cat. The muffler is up to you, you should choose a free flowing one, the different brands are innumerable. Depends on your price range and sound preference. Ask around to guys in town to see what they have. I would go with 2 1/2 inch tubing front to back with a high flow y pipe seeing that you have a pretty much stock 302. This is of course my own personal opinion, others will vary.
The difference in the mufflers is that the one for the larger engine has lower flow resistance. So on the smaller engine, the 302, there'll be less backpressure than with the 302 muffler.
Given that there's a cat or two in front of the muffler, I don't think one with a lower flow resistance makes much of a difference. Now, if the cats are removed, or exchanged for a high flow variety, then the different muffler might indeed make a real difference.

Hogwash. The y-pipe, exhaust diameter, and muffler were the same on the 302 & 351 Bronco's

Actually if you check the Ford Shop Manual, there are different exhausts for the 302 and 351 Broncos. The 302 has 2 inline cats with a single exhaust, and the 351 has a single cat, a piece of straight pipe in place of the second cat, and a muffler with dual tail pipes.
The aftermarket manufacturers don't bother producing both because of initial tooling costs for the different mufflers. It's cheaper to have one muffler cover both applications.
Actually, I have a 351 in my Bronco, and it came from the factory with a single tailpipe, and came with 2 cats that have since been removed.

What year is your Bronco? Mine's a 1990. Also, it may depend on what state your truck was originally delivered to from the factory. Different states have different emission laws (eg. Calf.), and thereby affect what emission equipment was originally installed on your truck (eg. number of cats).
Anyway, my point was that there are different factory exhausts for the 302 and 351 (at least for some years), but none of the aftermarket manufacturers seem to bother making both.

You're right that the 302 and 351W had different mufflers from the factory, but Walker still makes different service mufflers for the 351W and 302, in their "Quiet Flow" line of premium replacement exhaust parts.
And if you select the parts listed for an '87 EFI Bronco, you can get dual tailpipes with chrome tips as well as the matching dual-outlet muffler.
Also, don't forget that there is a possibility that you may lose HP. When the exhaust gases cool, it is harder to move. With duels, especially 302's, the gases may cool too fast and rob you of HP. Alot of "Ricers" out there haven't learned this concept.
