I recently bought a car in North Carolina and here is the story. I live in Virginia. The car had a California title with the name and address of a guy in Carolina on it as owner. He then transferred it to a shop, the shop never got a new title. The shop then transferred the title to the individual that I bought it from. The title was never transferred to a Carolina title. I have the California title and DMV went crazy when I went in there with a bill of sale and that California title that has this guy in Carolina listed as owner and his address. What do I need to do to get this thing clean?
1st choice - try and return it for a refund.
2nd choice - if you know and/or can contact all the individual parties involved, and feel comfortable they have no interest in screwing you, then I'd deal straight with the individual in Carolina who is (was?) the title holder and have him "sell" it directly to you. IF the back of the title has been filled out showing prior transfer, then I hope you have a LOT of patience. There's no telling what all you're headed for. I make it a point when buying ANYTHING with a title to ask if the seller is the titled owner and does he have the title free and clear of liens. If any answer is 'No' then I RUN from the deal. But, that sage advice does you no good now.

The guy I bought the car from is a Police Officer in the city where I bought it and he was very cooperative and said that if there is anything I need to get it straight there is no problem. The problem is that I don't know what I need to do.
I'd have the police officer prepare a signed, notorized affidavit explaining the car's history and his sale to you (making sure he includes his rank, badge #, address and phone #) and that should clear up your problems.

Forget everyone else right now. Contact the person on the front of that title!
Contact that person and have them sign it over to you, even if it is on a separate piece of paper. I assume noone else has signed the back except teh original owner.
This will be a great time to pick up hints like "it was totaled", "it had over 200,000 on it when I traded it in", etc. Most honest people are more than willing to tell you exactly what they did with the car and to help you title it.
I ran the VIN through Carfax and the car comes out absolutely clean. The mileage is correct and there is no record of anything else up until two months ago. I also have a bill of sale from the Police Officer I bought it from.
