ford tech isc problem

ok i have a 88 4.9l fi 4x4.i have a ilde problem at start up it wont come off fast ilde until i turn ign key off and restart.then it ildes fine for a while then it goes back to fast ilde on its own.i scanned for codes and got 14.this is the pip failure.not sure what this has to do with the ilde.so i checked the ilde speed control by unpluging it while it was running at fast ilde.it killed the engine.ichecked the omhs at 10.2 i checked the coolant temp sensor at the t-stat and it was 3.92 omh.i dont think its a vacume leak because i can control it sometimes when i shut key off any help?

had this problem with my sons 88 tbird had to change the idle sencer as well as clean the fuel system gumout I used I also hadproblems with his pcv it was spewing oil into the plemuim well I hope this helps
