Programmer for 99 5.4

I'm looking for the best programmer for my 1999 f-150 5.4 that will give me the most horsepawer and torque gains. I would really appreciate the input.

I've read that the Hypertech Programmer can get me 33 more hp than stock and the Diablo is 15-20 hp, what is the difference that the Hypertech can get almost twice as much hp??
