Heat blower

I have a 91 Explorer and when I turn on the the blower for the heater it will not turn on in the cold weather until the vehicle has been running for about 20-30 minutes depending on tempature outside.
At this point all levels of blower work and I get Heat.
What would cause blower not to come on when vehicle is cold(probably 40F or lower)?

I know some of them with automatic temperature controls will not come on until the water gets to a certain temperature. My 99 Mountaineer has this so I can set it on 90 and it won't come on until the car warms up enough. Saves you from having cold air blasted across your legs first.

Do you have automatic or manual climate control? Manual should work regardless of engine temp, auto may need the coolant temp to come up before allowing blower motor operation while in heat mode. I'm not certain about it for that year, but a service manual should shed some light on it.
