it is on the rear, they kind of remind me of some sort of sway bar. they attach at the mount on the front of the rear leaf-springs, and then have a pivot joint that attatches to the center of the leaf spring. my dad says it keeps the rear-end in place when you gas it.
It almost sounds like you're describing an overload spring or helper spring but I'm not sure. Do you have a swaybar also? All my truck has (and most I've worked on) is the sway bar and shock mounts. I've never seen anything else attached to the leaf spring hangers.
based on what 74fordtruck said at school today, i'm led to believe that it is an anti-wrap device. what i'm still wondering about, is am i ok driving with them broken. are they stock or not?
I think Beartracks is right... Sounds like an aftermarket traction bar that mounts to the top of the spring. Like this one... They are not stock - you could remove/repair/replace them.
your link didnt work but imagine this is what you found. Turns out it is a traction bar, and luckily i dont need them, but i am going to get new ones.
