wastegates came out in 98.5-newer psd's, there is an actuator and a rod that looks like a wastegate on there, but it is only a cold start aid, heats the engine up faster due to more backressure when the valve closes

They were also on the 93-94 Ford turbo and the ATS systems.
Mitsubishi also has a wastegated turbo on their heavier trucks.
The wastegate lets you have more low end boost and faster turbo spool up without overboosting at high RPM's.
I have never seen a large diesel engine (over 10 liter) with a waste gate on the turbo, but they are on a lot of the smaller turbo diesels and gasoline engines.
