Exclamation code p1728,trans slipping

this is a 95 f350 drw 7.3,180,000 miles, original engine and trans, the trans shifts out perfect from a dead start, everytime. the problem is, when you slow down and then speed back up the torque converter does not always lock back up. to get it to lock back up, without stopping, pull the shifter to "2" and then back to od and it will shift back up and then lock the torque converter clutch. i ran the codes, p1728, it only sets this code if you drive it long enough with the torque converter not engaged. the data stream shows the tcc solenoid "on" and it does not disengage when you tap the brakes. i ran the "switch test" and it passed (the data streem shows the brake light and brake pressure sw working). the vss and camp sensors have been changed.i serviced the trans, pulled the solenoid pack down, inspected it and ohmd the coils, all were within specs, no unussual material in the pan.we had trouble with the "reese' trailer brake controller, had to switch brands because some some frequency outputs were shutting the pcm down , killing the engine. the trans pulls perfect in all gears...no sliiping ! ...even in od with the tcc locked up. has anyone ever heard of this ? you help or comments would be greatly appreciated! thanks for your time !
