my truck has 330000 miles on it and it havs never been changed, i dont think there is even a pcv valve on those diesels, if there is, mine dont have one so i guess its not that important.. .i would leave good enough alone
On the 6.9 and the 7.3 the manufacturer used different terminology for the cdr/pcv valve. I think they did this in order to have dealers send technicians to school to learn something. The cdr is located behind the air cleaner and mounts to the intake neck and picks up the fumes under the valley pan. It basically is a can with a baffle in it and after some time may develop a leak either in itself or in the o ring mount. That is probably where you are getting the dampness from. Change it if it is bothering you, but i wud get the o ring too. Its only held in place with the 2 little bolts and it pushes into the valley pan with a slight interferrence fit.. I would imagine International would have the part cheaper than ford.
ill warn you now for the $50 that it cost its not worth it, i dought thats the problem the reason why your seeing oil in your bowl is because theres to much blow by in your engine and its pushing it up and out that valve into the intake, i had the same problem and the new valve didnt solve nothing.
My grand-dad used to always run his 1-2 qts overfull. Then he would have problems with it running away with itself. It took a couple of white knuckle rides to break him of the habit and start running it about 1/2-1 qt low. That solved a lot of the leak/wet problems that he had.
