RPM jumps

RPM jumps
Is this a normal thing for the PSD, this morning I got into my truck and started it and let it idle for a couple of minutes when I just depressed the pedal enough to raise the RPM up to 1000 RPM. Now I am holding the pedal dead steady and all of a sudden the trucks Idle goes down to 650RPM and then makes like a pressure release noise and then goes back up to 1000 RPM. And I never let up on the Pedal, This will happen at any RPM even if it is at 1500 RPM it will drop down to around 900 RPM and then go back up to 1500 RPM. anyone know why this is happening.
