Got a E150 5.0liter when I start my van I hear vacuum valve closing or opening that makes maybe egr not closing propely code 33 this makes a liottle black smoke on starts I change egr and selenoid but problem still there could it be the egr relay?
What year vans? There is another part in the system. There a vacuum relay on the drivers side valve cover that controls the flow of vaccum to the egr valve. If it's goin bad it can do that. It may be sticking open, there are actually 3 the EGR one is the largest one. THe other two control parts of the AIR system.
Take off the engine cover, it's a big round thing if I remember right.. I'll look at my dad's tomorrow if I remember. There are also two little square ones on the same bracket. Make sure the vacuum lines are in good condition as well. As you look at them from inside the van, it should be the one closest to the front of the engine.

Ok I know what you mean Theres a connector and a double vacuum line connected too It has a cap big like a dollar coin and theres a diagfram inside of it so you think if I change this unit I should resolve the problem I will go to the scrapyard tomorrow and get one for $5 thanks again I will reply if problem fix.
The EVP is the "EGR Valve Position" sensor that sits on top of the EGR valve. It is either gray or black and has three screws that attach it to the ERG valve. There is an electrical connector that goes to it. You can either replace it or test it depending on your skill. If you replace it remember to take care with the oring seal between the EVP and the EGR valve.
