A friend of mine has a 2002 PSD Super Duty that will not start when cold, unless it has been plugged in, no matter what the outside temperature is. The truck runs flawlessly when warm, and will restart with no issue. We are still looking into error codes if any, but figured we woudl see if anyone else has run into the same issue.

Sounds like a Glow Plug Relay, or glow plugs themselves. If it's under warranty get it tested at the dealer. If it's not, do a search on here on how to test glow plugs. There was a recent thread about this as well (past 2-4 days) if I remember correctly.
