Hummm, I did that just yesterday, although on a 2003 but they are the same.
First, I took the headlight and dimmer switch panel off. I used a small flat blade screw driver. There's a small notch on the bottom of the switch for you to insert the screwdriver behind which is the first retaining clip. Insert it about 1 inch and pry gently. There's no notch on the top but the retaining clip sits a little to the left of the dimmer wheel, along the top edge of the switch. Again insert the screwdriver deeply or you'll be pulling on the black
cover instead of the switch body which will damage it. There are two connectors to undo with a small push tab on each.
Second, take the radio out. I got radio pull-out tools at O'reilly for 7 bones. Put the U-shaped tools on each side of the radio, grab the tools and put leverage on the tool away from the radio and pull at the same time. There's the main connector with a push tab and there's the radio antenna which is just a push-in banana plug. No big deal.
Third you'll have to remove the two 7mm bolts that are located above the radio, on the under-side of the dash panel. Easy enough.
Fourth, if you have tilt wheel, set the steering wheel all the way down. That will facilitate taking the panel off greatly.
Fifth, there are I think 7 or 8 push-clips that are undone simply by pulling the dash panel. I pried them gently straight out with my hands at the edges of the panel. No tools needed. Pull the area around the steering wheel very gently as that area is very thin and fragile. Also be carefull at the passenger side area. You want to pull gently there too because of the powerpoit and airbag disconnect switch wiring. The airbag switch is a push-tab connector while the powerpoint is a harder to remove connector. You'll need the small flat blade screwdriver to push the tab in and pull that connector out.
That's pretty much it. The instrument cluster is held on by 4 7mm bolts and has 3 connectors towards the top of the cluster. One large one on the left, two smaller ones on the right.
On edit: This was on an 2WD XL model with a manual transmission. Obviously you'll have more stuff to unplug if you have ESOF and such. There are a few minor differences between models such as there's no airbag cut-off switch on crew cabs. Also, to remove the instrument cluster on a vehicle equiped for handicapped/elderly persons (automatics), you'll have to remove the transmission range indicator (the PRNDL needle doohickey) first before removing the cluster.
