First the obvious; check linkages for binding and for full return action, IAC valve seated properly and tight, no loose connections to IAC or MAF sensors. Also look at the throttle butterfly to see that it also returns to a fully closed position and in not being held slightly open by any deposit or obstruction within the throttle body opening.
During a high idle cycle, disconnect the wires to the IAC valve and see what happens. If no change, the IAC pintle pin is stuck open-clean again or replace. If idle drops back to near normal, stop engine, disconnect negative battery terminal for 15-20 minutes then reconnect and drive. (This resets the electronic engine control(EEC, aka the "brain" ) If you still have a high idle, then the EEC may be at fault. At that point you should have a diagnostics scan run as there is likely a secondary problem contributing to the high idle.
