My 88 did that and all i did was push a tiny button and slip out the lock cylinder. if i remember right 95 should have the same cylinder. search ebay for an inexpensive aftermarket one.
Well I was going to order from Ford but I found a guy on Ebay selling the lock cylinders for $17, so I ordered from him. It says they're OEM and shows a picture with Ford keys in the lock.
Just to follow up, I received the new lock cylinder, got the old one out and new one installed in 10 min or so. Ignition now works normally, thanks guys!

The good news is you don't have to take anything apart at all. I learned how from an old thread here, otherwise I'm sure I would have torn the steering column apart.
With your key in the ignition, turn it to the accessory position (be sure you turn it as far as possible without engaging the starter.) Then look under your steering column, there is a hole under the lock cylinder, near the edge. Probe it with an icepick or similar tool and wiggle and pull out on the lock cylinder at the same time. It takes a little fiddling but eventually you hit the right thing and the whole lock cylinder will pull out.
It should be pretty obvious how to get the new one in, it has protusions that will only fit one way into your steering column. Also once the new cylinder is installed you might find you can't get your key out like you used to. Be sure you're turning the key counter-clockwise all the way back to get the key out.
Might have to disconnect the batteries, as well.
Last time I did this, I forgot to disconnect the batteries and noticed my headlights were on, of course.
I was lucky I could get the old lock back in to shut the lights off, while I remove dthe battery cables.
