Slips when towing

Slips when towing
I have a 99 F150 that seems to do fine under normal driving conditions but when I tow my boat she slips. The other day while pulling the boat up the ramp it felt like my engine was reving but I was going nowhere. On the way home when I took off from a light it felt like when you are driving a stick shift and the clutch is slipping. Any idea what might be causing this?
