Question i need help regarding my starter

I have a 97 expo..... my truck wont start.. i hear a click when i turn key... i have check the battery and the terminals.. they are ok.. i have checked the starter. the starter soleniod has 3 connections, 2 of the connections look like they connect to battery cables, the starter has a very short "rope looking" wire that looks as if it was connected to 3rd connector on soleniod. it is decomposed and corroded. is that a ground that comes out the side of the starter? can that be replaced without buy a new starter? please help?

It does sound like a ground. Any corroded wiring or connections are not good for a starter. They use the most amps of any part of the vehicle and if not clean and functional they will not be able to draw the proper amps to function. Yes, replace that piece.
