I'd say the 360 block. Most (not all) of them were partially cast from FT molds and have extra main webbing reinforcement. Also, you're starting with a 4.050" bore instead of a 4" bore. This means you can bore it to a larger dimension, on average, than the 352 block.
However, if for whatever reason you want to use standard 4.050" bore 360 / 390 pistons, you can bore a 352 block to 4.050" without problems and have a clean bore.
