16mpg doesn't sound bad for the first generation explorer. I have a 1992 4 door xlt with Auto Tranny and AC and I get around 14 with the AC on in town.. (maybe a hair lower) and about 15ish without the AC on. The parts the normally need to be replaced when your mileage drops are the thermostat, o2 sensor and fuel pressure regulator. If the thermostat is reading low (stat stuck or bad sender) it will richen the mixture thinking it is cold.
If the o2 sensor is bad it will not read how much fuel is in the exhaust and add as much as it can to compensate.
If the fuel pressure regulator is bad it will push too much fuel in and give you bad mileage.
Since you just got it I would give it a tune up (plugs and wires), clean out the MAS, and change the o2 sensor and fuel pressure regulator so you can get a baseline mileage (and have a good starting point).

You can clean the MAS with spray. It must be O2 sensor safe. You will need a t20 (possibly t22) torx security bit. A normal torx will not work. You just carefully remove plug then the screws.. then remove it and spray the filimants (sp?) off.

The first generation explorers only came with the 4.0l (not 4.3).. Mileage really depends on how you drive, type of driving and if you have an auto or manual tranny. Even the Gear ratio and tire size matters..
I have heard of a few people with manuals and 3.73 or 3.27 gears with stock tires getting in the high teens in the city. Most of the people on the web site are getting around 16ish with first generation explorers but many on there have highly modified explorers and their mileage is even lower..
