steering gear shot?

steering gear shot?
I've got a 78 F-150 4x4 with power steering. The power steering is not working. I've replaced the pump and hoses, and still nothing 
. Flushed a couple gallons of power steering fluid through it with no change. (I did the back and forth thing with the wheel during the flush and to get the air out after.) I get nothing even if i rev the engine.
The pump is not making any noises or leaking. Did I get a bad pump (Napa reman) or is the steering gear shot?
Any input?
