I will try to explain this as best I can. I was driving to the store this afternoon and drove through a puddle. Not a huge puddle, maybe 3-4 inches deep at about 30mph. A few hundred yards down the road the horn came on and stayed on. I turned around and headed back home (with the horn blaring). On the way home I noticed that the lights were not on but the switch was. When I turned the switch of then back on the lights would come on for about 1 sec. then turn off. I then noticed the ozone smell from fried electronics.
Due to the fact that the rain is still coming down I am not going to look at it today. I am hoping to get some ideas from the folks on the forum on where the short may have started for the horn to run continually. Then how would this effect the headlights.
Sorry about the long post but I am not sure where to start.
I would try to determine if all of those accessories are on the same circuit (or fuse) and then locate the relays and start from there. If the relays check out then I would look for an exposed or shorted wire. If they are on the same circuit, then if your horn is shorted out, it could effect the entire system. If this is the case, unplug the horns and see if the lights work. Right now the relay is shutting the lights off because of the short. (Just a guess)
Does anyone have the Fuse box description? i.e. which fuse or relay is which. My owners manual was stolen and I have no idea what goes where.
Now, I noticed that there is a relay box near the air filter box. It does not have a cover and I am asuming that it should. There are five relays and I am curious which relay is which. If anyone could help I would appreciate it. This may be the cause of my dismay if this is what got wet.
1081, The horn sounded continually for about five minutes and then faded away and did not work after that. The horn fuse is fine but I need to test the relay. I found the owners manual on Ford's website and it does not list this relay box near the MAF. It has full description of the interior fuse panel and the power distrabution box but not the third box on the other side of the vehicle.
I have not unhooked it yet. I had to go out of town for a couple of days and now I will be back at it. I am going to unhook the horn and see what happens. I am going to bench test the horn to see if it did go bad.
Do you have any idea what the relay box is suppling?
Not right off hand, but I will take a look at my 99 Mountaineer and see what is on that circuit. I am just trying to think of what may have been effected by the water plashing up. There is a slight chance that if a relay did get water in it and shorted the horn and lights out, that the problem could go away when the water dries.
It looks like the horn relay is in the battery junction box and I think it is located just to the right of the master cylender and has several relays. It appears that the cigarette lighter and possibly the remote keyless entry are on the same circuit. In the fuse box itself, it might be a 25amp fuse in slot #17.

I have come up with a new series of events/outcomes.
1. Drove through a puddle
2. The horn sounded and would not go off
3. The horn faded away and does not work
4. The lights then faded away and a burning smell came about turn the lights off and fire goes away, lights on-fire returns
Tested the horn from bettery - dead
found fire, the cruise control switch in the steering wheel was burning
Now disconnected and the lights work fine.
I think that the relay box under the MAF contains relays for the headlamps and flashers (turn/hazerd). I don't think that this has anything to do with my dismay.
Tomorrow I get out of work early so I am going to try to find were the short may have originated. I am going to get a new horn and order the parts for the steering wheel switch.
