A4LD auto delayed 1-2 shift when cold

I have a 91 2WD Explorer 192K miles which shelled the auto trans. Got it rebuilt by local shop. I am having problem with the 1-2 up-shift being delayed or hard when cold. Also sometimes does not downshift to first gear at stop. Problem seem to ease up when trans warms up but 1-2 upshift can still get rough when hot if you push the throttle too hard. I found some info on another site about a centrifical governor sticking in the tailshaft area which can control 1-2 upshift and 2-1 downshift. Before I take it back for repairs, was wondering if anyone knew how common this might be and if anything else may be involved to cause the same symptoms. I have already disconnected the shift servo wiring harness and found no difference in the 1-2 shifting, so I assume it is mechanical related.
