I don't know what a $2.00 ECU chip is - but if you are referring to the things you see on ebay - don't waste your money or time.
As far as a chip goes - the only ones I would recommend are Diablo and Superchips.

E-bay specials: they place a cheap (less than one dollar) resistor in place of the intake air temperature sensor and "trick" the PCM into placing a richer fuel mixture into the chambers- thus allowing for some increased power. Long term use results in excessive engine wear, clogged catalytic converters, and poor fuel economy.

They used to be a good company to go through to get chips, but since their prime employee/programmer left, its not as good as it used to be. If you are looking for a chip, I would recommend checking with one of this site's sponsors: www.motorhaven.com
