Your state folks probably do not know either. About
76 was when the federally mandated emissions equip
sticker was coming in. I do not know if my truck
had one ..it is long gone now. Another stumbling
block is that the vacuum system is or was almost
mind numbing in its complexity..hard to obtain and
harder to understand. There are folks that visit
this forum that have posted some vacuum diagrams
so maybe someone will jump in.
1976 was part of the transistional years where the
factories were struggling with emissions and kind
of cobbling together quick fixes. As a result there
was not much consistancy from state to state. I
think California was the most restrictive..that I
think is where my truck came from when I purchased
it used in 1980.
There is a Haynes or Chilton type manual completely
devoted to emissions which is excellent..it covers
everything from beginning to OBD type modern
equipment. Also in some market areas there
are specilized emission techs that probably have
the info you need. There may even be a ASE
specialty certification.
In my area I am required to pass a Hydrocarbon-CO-
CO+CO2 idle test idle test only. The only
required equipment is a catalytic converter.

You didn’t mention which engine you have in your truck, but considering the year, my bet is that it is a 302 CID. I don’t remember seeing a 351s in these until 1977.
The pollution systems on these old trucks are not as complexed as one might think. I have restored the pollution system on my father’s 1980 Bronco, as well as my 1979 F150. The first thing you will need is a description on the pollution equipment that came stock on your vehicle. You might try asking the inspectors at the emissions control checkpoint, see what they have on file.
Once you know what it had, you will need the missing parts, i.e. canisters, pump, brackets and hoses. Most can be purchased from a scrap yard, although there are still many rebuilt and new parts that can be purchased from Autozone for this truck. I just purchased a rebuilt pollution pump for my 1979.
Next, you will need a vacuum diagram. I would send these to you but do not have permission to provide attachments. Therefore, you may wish to reference those on the AutoZone website.
If you concentrate on one system at a time, diagram it out completely before attacking another, it is not such a daunting task.

that is without a cat, they didn't check under the hood, there were only two tests I had to pass I think the CO and CO2 idle
I think the standards are more strict in PA though. I remember reading somewhere about the cats- if they didn't come from factory with em, it should NOT have the unleaded fuel only sticker behind the gas door,
I'm pretty sure that if the vehicle came from the factory with no cat, then it is not required. your state might be diffnt. good luck-- Matt
