error code 161

error code 161
I have a 95 explorer with an odb-I computer, I got a 161 error code which I was told was a bad thermostat and temperature sensor.
I see that there are two coolant temperature sending sensors
one is marked coolant temp sedning unit
and the ohter is merked EEC-IV coolant temp sending unit.
Anyone have any idea on which one I should change? They are both right next to each other???
