Because the compressor shaft seals will dry out and leak freon if not used regulary (the lubricating oil is in the freon and needs to circulate to keep the seals wet), some manufactures implemented a control circuit that kicks on the AC compressor when the defrost, front or rear electric, is on. This extends compressor life, saves freon and protects the environment. I'm sure the EPA has place this requirement. However, my 93 X doesn't have this feature and I'd be surprised if your '94 does.
