Check the laws under which the Eisenhower Interstate System was constructed. If I recall correctly, there was some suggestion that runways may have been built adjacent to Interstate highways but the highways themselves I'm pretty sure were not included. Also, I beleive the structural integrity of a highways system is a bit below a commercial runway. Not they they couldn't be put into temporary use mind you...

Actually, I beleive the interstate one is the opposite, I thought that 1 mile out of every 5 had to have some sort of curve to it, as the many of the first interstates were straight, and there were many deaths and accidents due to people falling asleep......just saw it on the history chanel......the first hiway to incorperate this was the Autobahn.
