Hmmm... what's worse, he's under a truck propped up with 2X4's or he's welding on said truck while there's a very good chance that flammable liquids could be running out of a vent or filler hose due to said trucks "angle"...

From: Back where I started...
Looks like a foreign country of some kind to me. When I went to the Domincan Republic a few years back, I couldn't beleive some of the stuff they pulled down there when working on their vehicles for example. Poverty and ignorance. They do what they have to to survive though, I guess. He probably can't afford a hoist, let alone a jack or stands.
