Vaccuum problem

Hi guys. I just bought a 90 F-350 crew w/ a 460 Auto. It has 189,000 on the odo. I gave it a tune-up (plugs,wires, cap, button, pcv,fuel filter, sea foam in booster line, clened the iac valve). After doing this, my a/c blows out the vents untill I drive down the road, then it goes to the defrosters. I have 18-20 lb af vac. at idle. When I slowly increase the rpm, in park, it drops then returns. Going down the road it will not return until I let off the fuel. I eliminated the Cat. converter with not change in results. I sprayed carb cleaner on the vac. lines and couldn't hear a change in the rpm. I checked the vac. at the tree on the fire wall. With a load on, the truck seems to not gain,maybe lose power, on a hill over 1/2 throttle. I would really appriciate any help.
