'94 Explorer - weak idle then surging

Hi!! I've got a '94 Explorer 4wd which idles very slowly (400rpm) and then after a few moments will suddenly surge up to 700-1000 rpm. If I'm not depressing the brake pedal, I'll shoot into the car ahead of me. It seems as tho the engine runs fine at the higher rev and really strains and the lower (with the AC on,etc. The voltage meter reads very low then upon surging,goes right up into the positive where it should be) so it seems to me the engine SHOULD be at the higher rev.
I've replaced the mass flo sensor and am thinking it could be the idle air control valve.

Anybody got any ideas?
