Your county, city, or state should be providing a place to dispose of hazardous wastes. In Bucks County, PA. we have two or more collections per year; and for one day a special gathering point is designated and various toxic stuff can be disposed of for free. You should call your local municipal manager and get info on how to safely dispose of your household hazardous materials.
Lead-acid car batteries( have very nasty chemicals!!), rechargeable nickel cadmium batteries( even nastier), and other special use batteries such as cell phone batteries should be handed in for safe disposal or recycling, they are very toxic. However, standard alkaline batteries, AAA thru C, D, etc. can be safely tossed in the municipal trash, our county deems them safe for the dump, and they will not accept them at the collection site.
Just try asking your municipality, I know some of the towns near me will take motor oil, batteries of all types, even tires. Here in NJ where land is sparse and what's left is, well, New Jersey, they want to do everything they can to keep it clean.
