I have a 1993 Explorer with the same problem. I have also replaced the thermostat and had the system pressure tested and the mechanics said everything looked OK but it was still the same. I then went home to figure this out and found a coolant leak from one of the frost plugs. I will have to get this replaced, and maybe this is what was causing the temp. gauge problem. The leak is very minor and wasn't really noticable unless you were looking for it. There are obviously many other people that have this problem and hopfully we can find some good solutions.

It's been awhile and i have done everything but rebuild the engine!!!! Yesterday afternoon by accident, i shut off the fan blower, which i always ran on 1...the temperature gauge stooped fluctuating and stayed steadily on the O of Normal!!!!! Last night it was still normal and steady...as soon as i put the fan blower on the temp gauge went up to the end line, i immediately shut it off and it went back to normal! I waited till this morning, because every morning like clock work for the past 9 months as soon as i started it and drove exactly 2 miles it would redline. This morning i did not put on the blower and for the first time it did not redline, did not fluctuate and is running normal. Now i think i hit paydirt, but what do i do next. This truck has seen 3 mechanics and no one figured this out!!!! Is hope on the way????
