holley 4160 shooter problem

Bought a truck that had a rebuilt holley 4160 4VV. The choke didnt work (not put together right) and the idle was way high. It was leaking gas from the acc. pump. I rebuilt the carb, but when I took the pump dischrage discharge nozzle off, there was not a needle valve or bearing inside that I could see. Should this have just come out when I turned over the carb, or is there something I should have done to get the Neddle and bearing out? I suspect that whoever rebuilt the first time did not put them back in and that is why the idle was set so high. Now the motor has hesitation when accelerating, almost dying. Is this because of no needle and bearing? Or do I need to adjust the pump?
Thanks Beforehand
Chris

White smoke would be water/anti-freeze. Black smoke would be fuel. Also, if it has an auto trans, check the vacuum line for signs of tranny fluid. This would mean a bad modulator valve.
