98 2.3l Ranger 1131 code

My son's 98 is throwing an intermitant 1131 code, usually on long trips. I haven't driven it because I can't prise him out of it. He says that occasionally when decelerating from highway speeds, the engine acts like it has no power and will not shift up or down. Then everything clears up and it drives normal for a while. The code could be anything from a vacume leak, a sticky egr valve, fuel pressure regulator, fuel filter to chaffing wires. Any experience with where to begin looking? 100,000 miles 2.3l auto bought used so we don't know when the filter was changed. I'm leaning to the egr valve hanging and also replacing the fuel filter.

I just wanted you to get answer so I will try. It looks like your on the right track. low fuel pressure could cause it. IE the fuel filter. also the EGR sticking or a diaphram leak. I would try those first. But this is a tuff one.
