Two stroke will work w/ or w/o valves. This thing is turbocharged, so the forced induction will force out the exhaust while filling the cylinder with fresh air.
Probably needs to spool up the turbo electrically to start....just a guess.

I remember one of those films they showed us in HS so as to expose us to the world outside our population 2500 berg. It was on England and industrial production. Anyway, they show what seems like a close up of a bare block when out of the cylinder pops one of the engineers measuring things... It was at least as big as this thing.
i work on two stroke diesels and yes they have exhaust valves (most of the big heavy duty ones do) and as far as the turbo its a blower= electric motor spins it.
my diesels only make 1700hp+ @700rpm (V16) 1400+hp @700rpm (V12) 1500hp @750 rpm(blown V8) mind you these are tug boat motors
