Check your owner's manual to see if there's a fuse just for trailer lights. Also, make sure the front end of your 4-pin harness is plugged in.

There was some sort of a relay that comes with trailer tow kit. It may need to be installed.

If it is a fuse good luck getting at it. I had to change my trailer turn signal fuses when both the left and right blew due to a short in the trailer. In Fords infinite wisdom they relocated the fuse box in the passenger side kick panel at a 90 degree angle. You have to contort your body (at 6'5" that isnt that easy) to be able to see the fuses. In my 97 they were conveniently located right under the steering wheel.

I'd suggest looking at the bulb also. i picked up a "Ford" lighted hitch cover at autozone, and all I did was plug it in. didn't have to mess with the wiring kit in the glove box or anything. I did cover up the few inches of exposed green and white wiring with electrical tape though.
