I know what the relay looks like, but there are 2 that are just alike. Is it the front or the back. I don't mean to be dumb, but different folks have told me different things.
Should be the one to the front if I remember correctly. I worked on one for a friend who has a used car dealership a while back and had to replace it. The one toward the firewall is for the intake air heater, if you follow the wires you will see where it goes.
I believe the glow plug relay is taller than the intake air heater relay - they are different and there is a difference in price. If yours are identical someone may have replaced the glow plug relay with an intake heater relay to save a few $$.
If you open the cover that says powerstroke on it and look straight down you will see the lid for the fuel filter, the glow plug relay will be at the 7:00 postion. You will need to remove the cover to change it.
I can't recall if it was in 99 or 2000 Ford added a second relay to power an intake air heater located in an aluminum intake tube centered on top of the engine very near the firewall. The two relays look similar except the one for the glow plugs is about half again as tall, I would think because of the additional power required to operate eight glow plugs as opposed to one intake heater element. I do not know how Ford used the intake heater, if it was a preheat for starting or to heat intake air when it was cold out after the engine was running. The 94-97 had only one relay to operate the glow plugs and no intake heater element. I don't know if all 99 and up were equipped with the intake heater or if it was an option or part of an option package. Anyway, all this is to let you know what I found on a 2000 I was working on for a friend.
