I have a 95 Explorer, the fuel pump runs forever (when cold) and wont start until it finally builds up pressure and shuts off, sometimes a couple minutes. Any help would be appreciated!
I'd start with replacing the fuel filter since that's normal maintenance. Then check the FP regulator. The last thing you want to do is replace the fuel pump itself.
If you first turn the key on without starting it, the fuel pump should only run for a few seconds. It's a timed event rather than having any kind of feedback control. If the fuel pump runs longer than a few seconds, there's something wrong with the fuel pump circuit or the computer's control over the fuel pump circuit.

How are you measuring the build up of pressure? the fuel pump has a check valve in it that is supposed to prevent gasoline from flowing back into the tank while the engine is off. This check valve frequently goes bad. Have you put a fuel pressure gauge on it? Once the system is pressurized, how quickly does the pressure bleed off once the pump shuts off.
Not on a '95 Explorer. The fuel pressure is controlled by a manual back pressure regulator (the FPR), but the computer doesn't monitor the pressure in any way.
