What you described is "blending". Porting is removing metal to get better air-flow.
Porting can be tricky, best done by pro's. IMO.
Blending can improve power and you can do it yourself. The exhaust ports are the most in need of help.

Ditto what "thatdude" said. IMO port velocity is important. Remove to much and velocity goes down, also where material is removed makes a world of difference.
As far as finish goes the exaust can be smooth but the intake should not be polished, a slightly rough surface is best
