'96 Idle is erratic

The idle will not always return to the 1100? range when stopped and the idle seems not to drop much, if any between shifts. When down shifting, it sometimes hangs at the last peak it was at. It will eventually drop and if I ease the clutch out when stopped, it will settle the idle to where it sould be. This is not an "all the time problem" so it is hard to fix. Seems to return to an idle better if the A/C is off. No book available (on order) at this time so I am looking for where to head now. It did the same prior to the new items installed below.
This is the current info:
'96, 3.0, 5 speed, 4X4, 86000 miles, new plugs, new wires, new air filter, MAF sensor cleaned and checked, TPS functional checked twice and is good and works smooth, IAC drops idle to 600 or so when un-plugged.

1100 RPM for idle when stopped is kinda high.

Check the PCV system for air leaks, etc. Maybe pick up a new Motorcraft brand (best fit).

I'm still gonna say the IAC, based on the symptoms.

I am leaning towards the IAC also. Will check again for the leaks and pick up the new PCV. I get 20 mpg at 55, at 75, or around town. It pings a bit on reg. but with the mid grade, no ping. Performance is great. 3.73 gears and 30 in tires.
