Verify what's going again with the test light. Leave the tach hooked up. With the key off, check for power. I don't know if you have a seperate ground wire, or you have the tach mounted to metal, or you may have added a ground wire to the tach. Whatever the case, make sure when you test for power, you test where the tach is hooked as far as power AND ground. Test exactly what the tach sees where it's hooked up.

P.S. Also remember you probably have an extra wire for the illumination of the tach(light bulb inside for the dial). Make sure this is not a problem.

If the tach had a problem, it could only cause a problem when the keyswitch was on. If it was properly hooked up to a circuit that was connected to the keyswitch, then the circuit will be completely dead when the keyswitch was off. Apparently you do not have it hooked to the right spot in the fuse box. Try somewhere else. The radio circuit should work.
