96 Explorer 5.0L code 402 EGR

I checked the voltage at the EGR position sensor and got .623V with the key on and engine off. As I pull vacuum the voltage goes up to .628V and then around 3-5 In Hg I hear a pop and the EGR valve opens and the voltage jumps to 1.05V. If I continue to pull vacuum the voltage gradually moves up to 4.5V. At idle, the voltage is .623V also. I believe the trigger point for the code is .720V. Does anyone have an Idea of what else could be causing the 0402 code? Should the EGR valve work smoothly through the whole voltage range?

I may be wrong, but from my failing memory, I thought the limit was .580? Also, there will be some electrical noise on the lines that can skew the reading while the engine is running.
