E-450 RV steering locked

OK, my parents have a 2000 E450 motor home with a 6.8L engine. They just called me up and said that the steering wheel is locked and they can't turn the key forward. I had my father shake the wheel back and forth to try to unlock it so that the key could move with no effect. Does anyone have any other ideas I can have him try on what could be wrong?

I have had something like that happen before, I had to really pull hard on the wheel, and then it went.

Thinks I was parked on a incline with my wheels turned.

He's been doing that for a while with no effect. I'm starting to think something inside is busted. Wish I wasn't a 3 hour drive away from where he is so I could help more.

same here on my 93 and 97. Rocking the vehicle might help a bit. Of course rocking an RV might be a bit more difficult. But HARP jerks of the wheel always seems to work. First time it happened though,took awhile,and I figured it was sumpin more serious.
