starting problem

starting problem
hard hit lt frt. battery cables cut by police. reattached cables and
will not start. all lights and functions appear normal. no OBDII codes.
makes clicking noise & will not turn over when attempting to start.
gas cut off switch checked (OK). checked fuses & relays (OK). no
visible motor damage.
ANY SUGGESTIONS ????????????

They cut the cables b/c they want to prevent any sparks, fires etc. from live wire connections that may have been severed during the accident. We did this all the time when we went to accidents (Fire Dep't). just normal procedures to protect emergency personnel from getting
