On my '99 I just unplug the fuel shutoff located behind the passenger side kick panel (it's labeled to make it easy). Then start the truck. It will run for just a few seconds before using up the fuel in the lines. It's there to shut down the fuel pump in case of a serious accident, but it's also a quick and easy way to relieve fuel pressure when changing fuel filters.
