I change the serpentine when you start seeing cracks every inch or so along the inside of it. Hoses are unique. Some are really tough and can last 10 years, others might last 5. Your weakest one is usually the top hose and the heater hose to the heater. A close inspection of them will usually tell you when they are getting tired. They usually start swelling when hot, may look brittle (or appear real soft) and may start leaking more at the connections.
