7.3 starting problems. Any suggestions?

But the truck will not start.
things checked:
fuel is coming out of the fuel filter.
fuel not getting out of the injector pump.
glow plugs good and getting power.
Pardon my lack of knowledge on the proper terms, etc.
Is there a fuel shutoff somewhere? It is just very odd it started fine prior to pump install and now cranks with no attempt to start.
Any idea why the fuel would not make it out of the pump all of the sudden.

Check the two top bolts on the water pump. They may be too long if they didn't come with the new water pump. Some of the newer water pumps are thinner and the top bolts go in too far and push the bottom of the injection pump gear in. Hope that is not what happened.
