Well, that's a good question. ZR is designed to be a top coat. I have topcoated it with a urethane basecoat/clearcoat, after applying an epoxy sealer.
Like any paint, if you exceed the topcoat time, you need to scratch the surface. Flash times, topcoat times, and other info can be found here.
