No Power when cold

No Power when cold
My 2000 powerstroke Excursion has an intermittent problem.
ONLY the very first time it is started for the day, and it could be months between when it acts up, it won't go much over idle speed.
I normally don't jump on it in my neighborhood so I do't know it won't go over 15mph until I try to get on the main road.
After about 2 miles, it gets back to normal and won't do it anymore for the day, month, etc.
I've had it in to the dealer and they can't find any codes.
They changed the throttle twice already and it still has the same problem. They claim they don't have any idea what it could be.
Any ideas ??
