99 7.3 power problems

My brother has a 99 F-350 and lately its just lacks power. It has about 130000miles on it and its mainly used for daily driving. first 80,000 had some hard towing on it. Ford says its not injection probably fuel hose clogged and check engine light is not on. any suggestion will be appreciated.

Have you checked all the easy stuff like fuel filter and air filter?

Replaced fuel, oil, and air filters serval times since problem but still seem not to help.
